A Regulation Review and Proposal for Children¡¯s Cosmetics

Abstract

|
According to the Korean Cosmetics Act of 2020, when a responsible cosmetic distributor intends to label or advertise cosmetics as usable by infants or children, he/she shall prepare and retain the materials that can prove safety and quality per each product (hereinafter referred to as "material on safety by product"). However, it is still necessary to closely examine whether the revised regulations can safely protect the children. Under the current regulations, sensitive ingredients concerned with safety issues can be used without restrictions in cosmetics for children, and it is difficult to sufficiently review the safety even if keeping ¡°material on safety by product " is mandatory according to the regulations. Therefore, this study aims to propose safety standards for children's cosmetics which are applicable in Korea by supplementing some parts that need to be improved on the current regulations.
